All stairs which have open risers should be constructed so that a 100mm sphere cannot pass through. This can appear to be constrictive in design terms, however by using a small downstand beneath each riser as shown in the diagram below, you have more options to design the riser you want. The downstand also offers a space for lighting, special finishes or colour:
